Users, are usualy ordinary users on a wiki, but on this wiki it's required that a confirmed E-mail address is given to be able to edit.
This group grants no ability to edit articles, it's just a step i the process until the E-mail is confirmed, and then the user is added to the group of E-mail confirmed users (that grant all the usualy user access).
The E-mail address is set in the "my preferences" page.
