set-floppy-format

In Norsk Data Document ND–30.041.1 ND-100 SATELLITE OPERATOR GUIDE (from April 1986) Section 4 "Taking Personal Backup", subsection "How to format your diskettes" (page 21) the set-floppy-format function is described like this: 

@DEVICE-FUNCTION FLOPPY, SET-FORMAT, 17

This seems to be different than the description in the Norsk Data Document ND–60.050.06 SINTRAN III USERS GUIDE (set-floppy-format would be shortened as set--format, wouldn't it?. And also it refers to format 0, 1 and 2, not 17). Which is correct?
