There are some conflicting statements in older magazines etc. about when it was introduced, the Aug. 1973 issue of Computing Magazine stated 1973, but as the picture is from October 1971 (and is probably a promotional picture), January 1972 sounds right. That indeed makes it an earlier computer than the '10, which could be seen as conflicting with ToreSBE's writeup on gunkies.org where it's said to be a OEM/process control version of the '10. Sometimes it's difficult to untangle history.
