Check whether a file is opened and / or reserved. Also list the user or [[RT program]] who has opened or reserved the file.
; <file name> : file name. <object name> and <type> must be unique.
Rules:
#Permitted for all users.
# The possible messages are:
## <file name>: OPEN BY USER <user name> ON TERMINAL <n>
## <file name>: RESERVED BY RT-PROGRAM <program name>
#: (a peripheral file is reserved but not opened).
## <file name>: FREE TO USE
## <file name>: OPEN BY USER RT ON TERMINAL 1
#: (if opened by an RT program).
